Revised Procedure For Auto Transfer Of Accounts On Change Of Employment

As per EPFO circular dated 15th November 2017, the EPFO in its Unified Portal/EPFO Application software has introduced the functionality to carry out Auto Transfer of accounts of a member on change of employment. Members whose UAN and Aadhaar number is entered and matched by the present employer against the existing details as available against the UAN would be marked for auto transfer, members have to satisfy the following preconditions that the aadhaar number is seeded and verified at the previous establishment; member's Date of joining, Date of exit and Reason Of Exit should be available in respect of previous employment; UAN is activated and Mobile number is available. Auto Transfer will be initiated once first payment in respect of the new employee is received from the present employer against the UAN flagged for auto-transfer. SMS and e-mail (if registered) will be sent to the member once the transfer is auto initiated. There is also a provision for member to stop the auto transfer by using "Online Services" in the member portal

EPFO Functionalities Under UMANG App Released

As per EPFO circular dated 8th November 2017, the EPFO has released new functions under the EPFO UMANG app. Functionalities include (1) Employee centric services like viewing passbook, raising claim, tracking claim; (2) Employer Centric Services like getting remittance details by establishment ID, getting TRRN status and (3) General service like search establishment, search EPFO, know your claim status. Uploading Of Jeevan Parmaan And Seeding Of Aadhaar For EPS Members Through UMANG

As per EPFO circular dated 3rd November 2017, the EPFO has stated that for continuance of drawal of pension under Employees Pension Scheme, 1995 the Jeevan Parmaan for the existing pensioners have to be uploaded afresh through the mobile app of "UMANG" from 1st November 2017 in addition to the existing provisions for online uploading. EPFO has directed that Aadhaar seeding in respect of such members have to be completed at the earliest in a time bound manner for which online facility is available in EPFO portal, EPFO has stated that the facility in mobile app "UMANG" will be made available shortly

Maintenance Charges On EPS Pensioners Bank Accounts Withdrawn By State Bank Of India

As per EPFO circular dated 13th October 2017, EPFO has stated that, based on a reference received from Ministry of Labour and Employment, the charges related to maintenance of minimum average balance have been withdrawn by SBI for the accounts of EPS pensioners.Please refer the notification for more details

Introduction Of Aadhaar Based E-Sign At Unified Portal

As per EPFO circular dated 6th October 2017, EPFO has now introduced the free Aadhaar based e-Sign in addition to DSC to be used by Employers. It is very easy to use in comparison to DSC. Authorised signatory of establishments whose DSC is already registered can directly activate their e-Sign by providing Aadhaar at Unified Portal. Authorised signatory whose DSC is not available at Unified Portal can register their eSign at Unified Portal and get it approved from concerned EPFO field office. Once authorized signatory is registered fore-Sign, he/she can sign documents by getting OTP on the mobile registered with Aadhaar. User manual for registering e-Sign is attached herewith for your ready reference. It is requested to encourage the employers to avail this facility. Further EPFO has urged the respective Branch offices to immediately approve the e-Sign registration requests received from employers

Launch Of Platform For Effective Enforcement For No Child Labour (PENCIL) Portal

As per press release by the Ministry of Labour and Employment dated 26th September 2017, the Union Home Minister has launched Platform for Effective Enforcement for No Child Labour (PENCIL) Portal and released Standing Operating Procedures (SOPs) for the enforcement of legal framework against child labour. The PENCIL is an electronic platform that aims at involving Centre, State, District, Governments, civil society and the general public in achieving the target of child labour free society. The PENCIL Portal (pencil.gov.in) has various components, namely Child Tracking System, Complaint Corner, State Government, National Child Labour Project and Convergence. The SOP is aimed at creating a ready reckoner for trainers, practitioners and monitoring agencies to ensure complete prohibition of child labour and protection of adolescents from hazardous labour, ultimately leading to Child Labour Free India

Introduction of Real Time Monitoring System for Exempted Establishments

As per EPFO circular dated 21st September 2017, the EPFO has stated that subsequent to the introduction of the new software, real time monitoring of exempted establishments has also commenced and all the exempted establishments/employers are required to file the statutory online returns on time i.e. on or before 25th of the month following that to which it relates. However, PF exempted establishments are still not filing the statutory online returns. Thus, EPFO has introduced a six point parameter system. On the basis of this system a rank list of performance monitoring of PF exempted establishments shall be prepared for the preceding month in which returns are required to be filed and shall be published on the EPFO Website on the first day of the succeeding month. The system of ranking the establishments has been envisaged to develop a healthy competition among the exempted establishments and to enable the concerned organization to evaluate their performance

Introduction Of Composite Declaration Form (F-11) By Replacing The Existing New Form-11

As per EPFO circular dated 20th September 2017, the EPFO has ordered the introduction of Composite Declaration Form (F-11) by replacing the existing New Form-11. The introduction of Composite Declaration Form (F-11) is ordered with immediate effect by replacing the existing New Form-11. The Composite Declaration Form will also replace Form No. 13 in all cases of auto transfer vide order No. Manual/Amendment/2011/13326 dated 20th September 2017. As per this order, in such case where the earlier UAN was Aadhaar seeded and verified, the declaration by the employer in Form-11 for transfer request made by the employee will trigger an auto transfer process which will transfer the accumulations against his previous PF ID to the New PF ID. Hence Form No 13 will not be required to be submitted in such cases going forward. In case (a) the earlier UAN was not seeded with Aadhaar or (b) UAN was Aadhaar seeded but not verified or (c) EPF transfer from or to an exempted establishment, then the member needs to apply for transfer in Form-13 as per the existing procedure for physical transfer. EPFO has emphasised that any failure to furnish Aadhaar will lead to difficulty in transferring of old accumulation into new account and therefore all employers are advised to ensure that the Aadhaar number of transferee is filled in the EPFO portal

Discontinuance Of Physical Submission Of Form 9

As per EPFO circular dated 18th September 2017, the EPFO has ordered the discontinuance of Form 9 in physical form in respect of all the members joining as well as the establishments being covered on or after 1st October 2017. The EPFO has cited reasons that since employee master is available in the system containing all relevant details of the employee viz. name, gender, DOB, DOJ, father's/spouse's name as well as Aadhar & bank details fetched through ECR, submission of Form No. 9 in physical form by the employer can be discontinued. The IS division has been ordered to make provision for maintenance of Form No. 9 electronically and making it available for various purposes with effect from 1st October 2017
